SENG SET
Director
Dr. Set Seng earned his Master’s degree in Science Education (Chemistry) in 2007 and his Doctor of Philosophy in Education (Science Education) in 2016, both in Japan. He is currently the Director of Phnom Penh Teacher Education College (PTEC), a higher education institution responsible for both pre-service and in-service teacher education and training for primary and lower secondary schools in Cambodia. With over 25 years of experience in the education sector, Dr. Seng has been actively involved in developing teachers’ capacity to improve the quality of teaching and learning in classrooms at both the primary and secondary levels. His research interests include teacher professional development and effective classroom practices that enhance student learning outcomes. His recent publication (2024), <em>“The Challenge of Enhancing Teacher Professional Identity and Capacity in Cambodian Schools,”.</em>
Chanphirun SAM
Deputy Director
He is currently Deputy Director and Associate Professor at Phnom Penh Teacher Education College and has been appointed by the Ministry of Education, Youth and Sport as an education specialist in educational policy and planning. In his current role, he has extensive experience in teacher education and development, particularly in curriculum development, teacher capacity building, and institutional development. Dr. Sam has published widely in local and international journals and serves as Editor-in-Chief of an academic journal in Cambodia, as well as a reviewer for several scholarly publications. His research focuses on teacher professional identity, alongside broader interests in educational policy and planning, basic and higher education, digital education, and institutional governance. Dr. Chanphirun Sam holds a Bachelor’s degree from the Royal University of Phnom Penh (RUPP), a Master’s degree from Hiroshima University, Japan, and a PhD from Vrije Universiteit Amsterdam, the Netherlands. He was also an international research fellow at Griffith University, Australia. His academic background reflects a strong foundation in education, shaped by diverse international study and research experiences.
DORK Chea
Deputy Director
Mr. Dork Chea is the Deputy Director of the Phnom Penh Teacher Education College (PTEC), where he oversees the Academic & Inset Office, the Aknuwat Primary School of Phnom Penh, and the Oubek Ka’om Lower Secondary School. In this leadership role, he is responsible for driving academic excellence, managing teaching and learning activities such as practicums, and overseeing student discipline. Mr. Chea holds a Bachelor’s degree in Chemistry Education from the Royal University of Phnom Penh (1991) and a Master’s degree in Public Administration from Chamroeun University of Poly-Technology (2003). He is deeply committed to shaping the next generation of professional educators. To align with PTEC's vision of leading 21st-century teacher education college, Mr. Dork Chea emphasizes a holistic approach to education. He ensures that student teachers focus on comprehensive professional development—encompassing professional practice, studies, and ethics—while also cultivating essential soft skills, effective communication, evaluation skills, and the ability to foster harmonious coexistence.
ROW Pengse
Deputy Director
Mr. ROW PENGSE is a long-serving Cambodian educator and educational leader under the Ministry of Education, Youth and Sport (MoEYS). His career began in August 1992 as a Khmer language teacher trainer at the Phnom Penh Regional Teacher Training Center (RTTC). Over the decades, he advanced through various technical and administrative leadership roles at the center, eventually serving as the Director of Phnom Penh RTTC from September 2007 to February 2018. Since February 12, 2018, he has served as the Deputy Director of Phnom Penh Teacher Education College (PTEC).
Tithsothy PENG
Deputy Director
She is currently Deputy Director and Assistant Professor at Phnom Penh Teacher Education College and has been appointed by the Ministry of Education, Youth and Sport as an education specialist in science teacher education, and educational assessment. In her current role, she has extensive experience in teacher education and development, particularly in curriculum development, teacher capacity building, institutional development, educational teacher assessment, and teaching methods. Mrs. PENG TITHSOTHY has published widely in local and international journals. Her research focuses on teacher professional quality, alongside broader interests in educational assessment and teaching methods, STEM education, basic and higher education, digital education, and institutional governance. Mrs. PENG TITHSOTHY holds two Bachelor’s degree from the Royal University of Phnom Penh (RUPP), Cambodia, and a Master’s degree from Hiroshima University, Japan. Her academic background reflects a strong foundation in teacher education, shaped by diverse international study and research experiences.
